Concerning Report: 68 Legislative Promises Remain Unfulfilled as 10th National Assembly Nears End

Nigeria's National Assembly chambers as a report highlights unmet legislative commitments by lawmakers.

A new performance assessment of Nigeria’s 10th National Assembly has revealed that lawmakers have yet to deliver on 68 out of 92 legislative commitments tracked since the start of their tenure.

The findings, released by AdvoKC Foundation, show that the House of Representatives recorded an overall fulfilment score of 26.8 per cent, while the Senate achieved 44.11 per cent as the Assembly enters its final year.

The report evaluated lawmakers against the promises outlined in their respective legislative agendas, measuring progress across critical sectors, including healthcare, education, governance, security, economic development and political reforms.

How The Assessment Was Conducted

The analysis was carried out through AdvoKC Foundation’s Promise Tracker NG platform.

Researchers monitored:

  • 56 commitments made by the House of Representatives
  • 34 commitments made by the Senate

The evaluation focused on measuring how many promises were fulfilled, compromised or left uncompleted.

House Of Representatives Records Low Performance

According to the report:

  • 13 commitments were fulfilled
  • 4 were classified as compromised
  • 39 were classified as broken

The House delivered its strongest performance in:

  • Healthcare – 67%
  • Justice and Security – 57%

However, some areas recorded poor results.

The chamber scored:

  • 0% in Economy and Jobs
  • 6% in Governance and Political Reforms

The report noted that electoral reforms and constitutional amendment commitments remain largely unresolved.

Senate Performs Better In Some Sectors

The Senate recorded stronger performances in selected areas.

Its highest scores were:

  • Education – 66.7%
  • Economic Development and Jobs – 57.1%

However, the report identified several critical reforms that remain stalled.

Areas of concern include:

  • Constitutional amendments
  • Youth inclusion initiatives
  • Local government autonomy reforms

AdvoKC Calls For Urgent Action

Project Director of AdvoKC Foundation, Habib Sheidu, said legislative agendas should be treated as binding commitments rather than political declarations.

“Legislative agendas are not merely aspirational policy wish-lists; they are solemn public covenants made with the Nigerian people.”

He urged lawmakers to use the final year of their tenure to improve their performance record and complete outstanding reforms.

“With only one year left before the curtain falls on the 10th Assembly, this report is not an indictment but a crucial wake-up call.

“Our lawmakers still possess a vital window of opportunity to salvage their legacies, fast-track trapped constitutional reforms, and deliver the transformational governance they promised.”

Platform Aims To Strengthen Accountability

AdvoKC Foundation said the Legislative Agenda Meter was created to give citizens a data-driven tool for monitoring legislative performance and holding elected representatives accountable.

The organisation added that Promise Tracker NG will continue publishing updates on lawmakers’ progress and encouraged citizens, civil society organisations and the media to engage with the findings.
